Abstract

This research was conducted to assess the effectiveness and efficiency of library information systems at the State Islamic University of North Sumatra (UIN North Sumatra) using the COBIT 5 framework in the EDM01 and BAI10 domains. The research method used is a qualitative method. Analysis of the EDM01 domain shows that the current capability value is at level 2.13 with level 2 capability, while the expected condition reaches a value of 4.18 with level 4 capability. In the BAI10 domain, the current capability value is 1.9 with capability level 2, while the expected condition is 4.19 with capability level 4. These results indicate a significant gap between current conditions and future expectations, indicating the need for improvement in setting and maintaining policies and practices of library information system processes, inputs/outputs, and activities. Based on the analysis, the capability level gap is at level 2, indicating areas that need improvement to enhance system capability. Recommendations for improvement include periodic evaluation of the governance framework, training and socialization programs, implementation of measurement and reporting mechanisms, and active involvement of senior management. The implementation of these recommendations is expected to optimize the capability of SI-Library at UIN North Sumatera and support the achievement of strategic goals more effectively. The COBIT 5 framework provides a strong foundation to ensure library information systems meet user needs and improve user experience in accessing information.
