Analysis of the Village Financial Information System (SISKEUDES) in Improving the Effectiveness of Financial Management in Sisarahili Bawolato Village, Bawolato District, Nias Regency

This study aims to analyze the implementation of the Village Financial Information System (SISKEUDES) in the financial management of Sisarahili Bawolato Village, identify the constraints faced by the village government in implementing SISKEUDES, and formulate solutions to assist village officials in understanding the workflow and use of SISKEUDES. This study employed a qualitative approach with a descriptive method. The research data were obtained through interviews, observations, and documentation. The research informants consisted of the Village Head, the Head of Finance/SISKEUDES operator, and the Village Secretary, who were involved in the financial management and use of SISKEUDES. Data analysis was conducted through data reduction, coding, grouping data based on similarities in meaning, data presentation, and conclusion drawing. Data validity was ensured through source triangulation, technique triangulation, member checking, and increased persistence in observation. The results showed that SISKEUDES has been implemented to support village financial management processes, including planning, implementation, administration, reporting, and accountability. The use of SISKEUDES assists village officials in recording transactions, storing data, preparing reports, and supporting orderly administration, transparency, and accountability in village financial management. However, its implementation still faces several constraints, including unstable internet connectivity, the need for training and assistance for village officials, accuracy in the data input process, and the need to adapt to regulatory changes and application updates. Network disruptions also result in temporary manual recording before the data are re-entered into the system. Based on the identification of user needs and the constraints encountered, the proposed solution focuses on improving village officials' understanding of the SISKEUDES data input process. This solution emphasizes an understanding of the stages, menus, sequence of data input processes, data storage, and outputs generated at each stage. Thus, this study provides an overview of the implementation of SISKEUDES in Sisarahili Bawolato Village while formulating a supporting solution focused on understanding the data input process so that village officials can use SISKEUDES more systematically and in accordance with established procedures.
